What is CEIP?
CEIP is a municipal financing program offered by the City of Calgary in partnership with Alberta Municipalities. It allows residential property owners to complete approved energy-efficient upgrades, including high-performance window replacements, without large upfront payments.
Instead, project costs are financed and repaid over time through your annual property tax bill.
CEIP makes upgrading your home more accessible with benefits designed for long-term affordability:

How CEIP Works
Step 1: Check Program Intake
CEIP opens in application rounds due to high demand. Homeowners should confirm current intake availability and register for updates before starting. The next application intake is March 31st at 9am.
Step 2: Pre-Qualification Application
You apply for program approval before any work begins. Eligibility typically requires:
– No property tax arrears
– Mortgage and taxes in good standing
– Valid home insurance
– Verified property ownership
– Work cannot begin until approval is complete
Step 3: Contractor Quotes & Project Details
As a CEIP Qualified Contractor, Norden Seal provides:
– Detailed itemized quotes
– Window efficiency specifications
– Equipment make, model, and sizing
– ENERGY STAR® performance information
– Warranty details
Quotes must remain valid for at least 60 days
Step 4: Agreement Signing
Once approved:
– You sign the Clean Energy Improvement Agreement
– A project agreement is signed with Norden Seal
– Installation can only begin after these documents are finalized.
Step 5: Professional Installation
Our team installs your new energy-efficient windows according to approved program standards and project scope.
Step 6: Completion & EnerGuide Evaluation
After installation:
– An Upgrade Completion Form is submitted
– Documentation and photos may be required
– A post-project EnerGuide Home Evaluation confirms performance improvements
Step 7: Easy Repayment
The financed amount, minus any incentive rebate, is added to your property tax bill as a Clean Energy Improvement Tax.
You can also pay it off early at any time without penalty
